VISION is led by Howard Tucker,
whose experience in education and strategy spans 20 years.

The career of Howard W. Tucker spans 20 years - from direct service to executive leadership for systems-level strategic designs. He is a dynamic trainer and expert facilitator. His primary strength is successfully designing and implementing highly complex projects with multiple stakeholders.

Howard has designed systems and approaches for providing technical assistance/training/community collaboration for youth-serving agencies, such as PRIME, Inc., Penn State's Cooperative Extension, The Philadelphia Education Fund, West Philadelphia YMCA, the United Way of Greater Philadelphia and Southeastern New Jersey, and Philadelphia Safe and Sound.

As executive director of the West Philadelphia Child Care Network, Howard has led an agency that has provided training and technical assistance to enhance the quality and professionalism to 1,800 teachers and caregivers of young children. He designed and implemented innovative programs, such as play groups focusing on young fathers and Southeast Asian immigrant groups. He provided leadership and lobbying for the revision of Philadelphia zoning codes to support early childhood education businesses.

As the director of outreach for the Neighborhood Interfaith Movement, Howard created a cross-sector interagency collaboration of 20 agencies to support early childhood education. Sectors represented faith-based, business, non-profit, education, colleges/universities, state and city legislators, and early childhood practitioners. His model of cross-sector collaboration was replicated by the United Way of Greater Philadelphia and Southeastern New Jersey.

Today, Howard is the president and chief executive officer of VISION 4 EDU,LLC. His firm designs strategic systems-level initiatives and innovative educational programs and offers professional development and technical assistance.
